The way I know that some people did NOT want the girls' release is who squealed like a stuck pig at the news. I don't see any propaganda "victory" for the North koreans. If diplomacy did not give them a way out they would have had to start or provoke a war to 'save face' in their culture. Yes they would have been defeated , but hundreds , if not thousands, of Americans would have died and the world would have been that much more dangerous , what with the US already engaged on two battlefronts.

I suspect his motives are sincere. I think he really wants to secure the release of Laura Ling and Euna Lee. He is such a hands-on guy, that he will probably "de-brief" the two young ladies himself.
