It is mentioned in the Sharia Law. This law is the complete opposite of our constitution. There are 2 countries that are living under such laws: Saudi Arabia and Iran. Correction: Qur'an 33:59 "Prophet! Tell your wives and daughters and all Muslim women to draw cloaks and veils all over their bodies (screening themselves completely except for one or two eyes to see the way). That will be better."
Sura 24:31 commands women to "draw their headscarves" over their neckline as well. Sura 24:31 – “… and let them wear their head-coverings over their bosoms, and not display their ornaments …”. See also Bukhari 6:321, 60:282, 52:250 & Abu Dawud 2:641

By the way it's not religious tradition, it's cultural, the Quran mentions you to cover up your breasts and dress respectably.
