I highly recommend Bob Gatzen. Use his OTT technique (Opposite Tension Tunging) rather than carrot top's brother's suggestion. Expert Village fucking sucks. All this guy is showing us, is how he tunes his broken, cracked, moon-gelled head. Expert Village sucks!!!!!!!!!!
try tighten all the bottom head then tune it on the facing side.. you'll have crispy sound like i.. my set is Gretsch Catalina Maple.. tell me if there is something wrong when you tighten all the bottom head..
I wouldn't even BEGIN to tune that tom until I replaced the bottom head. Any bottom head that has a dent plus a 3 inch slit in it obviously needs replacement.

you're getting the buzzing becasue the notes of your two drums are too close together. Lower the strainer on your snare, and strike both drums. I bet that you find that both are almost tuned to the same note. Usually this happens with a higher tom , more than a floor tom. This should solve your problem as it helped me out when I had the problem also.
check that your snare wires are all straight (no bends in them). If you get one bent snare wire, its then looser then the rest so you will get that buzz. Also, check your drum and hoops for roundness and truency. Also, make sure you have even tension accross all lugs of the head.
Haha. It's not because your drums are too close, I don't know what those people were thinking. It all has to do with the snare. Some snares will always rattle. Some snares are built correctly so the snare wires can rest on the head and not rattle. New snare wires could potentially help, and make sure that your current ones are on the drum correctly and flat.
sympathetic frequencies are the reason why you hear the snares rattle when another drum is hit. distance away is only ONE factor. snare drums have a snare bed tapered into the bearing edge that allows for snare wire contact across the entire length. tuning of other drums have a huge impact on the sympathetic snare vibrating when the snare drum has not been hit.

might wanna tighten the chain, but it's impossible to totally stop the buzzing/
dont tighten it too much cuz you'll get an ring/overtone from your snare.
