I think the main problem is licensing. Mega Man Legends isn't on there because they didn't clear licensing checks from Capcom. Whether it's music, voice acting, or what I don't know.
It sucks, but it's the way these things work. I don't think most companies back in the day had the foresight to get the licensing for digital distribution, which is totally different.
It sucks a lot. We'll never get every single game on Virtual Console for the same reasons. Still tons of games not on there.

It's great that I can go onto the PSN Store and download great games like FF7 thru FF9. I do have hard copies of FF7 thru 9 along with Anthology without having to break the bank.

I read somewhere a while ago, that some popular games that are not on the PSN are not there because of license issues do to companys that are no longer together and shit like that.
PSN classics sometimes reminds me of the 3D "classics" on 3DS (well, at least that stupid fighting game the put out there)...which is sad because both Nintendo and Sony have published some awesome games over the years that they just won't let people relive.
I recommend buying a PS1(PS2) & the original games, Nothing beats the authentic experience on the original hardware & owning the box art work & manuals! :-) the issue I have with digital distribution is you don't get to own any of the artwork etc, & PSN+ the games are not free, as soon as you stop paying for them every month you lose them all, Another bonus from owning the originals is there yours to keep forever .
we are finally getting the working design games! yay! i just hope they continue to release them, I WANT lunar 1 & 2 so bad......but i heard there may be legal issues with those, some kinda licensing conflicts...... I saw both at CDX(local store that specializes in classic games. and charge out the ass for them too.) and they wanted 100 bucks for lunar 1 and 120 for lunar 2. and fucking 200 dollars for suikoden 2!!!!
better graphics games and consoles. if they ever did get beat i would buy another system in a heart beat but i just dont see it happening. it seems like sonys always one step ahead. your right about this though it would be logical to put actual classic psone games under the psone classic game tab.
another thing they should look out for is the people with slow internet though. i have fast but for the ones that have slow you should be able to download it a day before the release date just cant launch it or play it till 12pm day of release. any way sony does alot more than any of the other game consoles they just lack in a few areas. all and all though i wouldnt trade my playstation consoles in for any other console on the market and i think it will always be that way sony always has the

However, we have no idea when they will release them. PoP came out on Wii VC in Europe recently though.

Capcom's reason to why Mega Man Legends one and two wont be re-released is some contract stuff with voice actors. At least in America anyways. Sucks for anyone who doesn't have the games too because they're expensive.

some reasons why some ps1 games were removed was because of financial problems with some companies such as Irem. they removed all of their ps1 games except in Japan such as R-type delta,

@psmgamer Well apparently Reggie went on record stating the VC is not dead and we do know there are a confirmed FIVE games coming out for the service this year (Super Street Fighter II online edition (Genesis), Strider (Genesis), Wonder Boy in Monster Land (Virtual Console Arcade), Monster World IV (Genesis), and Prince of Persia (SNES))
However, we have no idea when they will release them. PoP came out on Wii VC in Europe recently though.

I want to play Parasite Eve 1 and 2! I only got to play The 3rd Birthday (the unofficial sequel) I really wanted to experience these games, but they go for $100 to $200 online! What the hell?! I might as well go YAR HAR FIDDLE DEE DEE my way onto an emulator.

@ClipTy15 Wait...what region do you live in? Both Parasite Eve 1 and 2 are currently available over PSN in the US for $6 each. This video was made a few months ago when those games weren't on PSN, but several of them are now. Hopefully more are coming. If you live in the US, enjoy. :)
