No one has criticized Israel for trying to defend its people. They have criticized Israel for failing to defend its people. While Palestinians in Gaza may not be citizens, they are still nominally under the protection of the Israeli government. When a government fails to protect its people, it opens itself up to censure. Allowing some of its people to come to harm in order to protect others is clearly unacceptable and calls into question the legitimacy of its occupation.
