Okay man, I didn't mean to piss anyone off by saying that. You are probably right about it being orange paint, however, when I was playing and found this package on my own, I observed it and it looks semitransparent. It looks a little different than the paint on the walls. Plus it would make sense for a runner to drop their bag if they fall and hurt themselves and start bleeding. There is no explanation if it is just paint.

i would say the 'orange blood' is paint, notice a load of orange coloured things around this part of town...
