I believe it's Townshend is on the track. Hard to tell if it's either him or Billy Nicholls playing the riff. Jonesy is on drums, The Ox was on bass and John "Rabbit" Bundrick was on piano on this track. Critics called McVicar a "Who album in all but name" just like Voyage of the Acolyte was a Genesis album in all but name.
