Interesting situation, I don't think conceding for 7 years was the best way to deal with the situation, but i do admire his intent to set a good example for his kids. That's how we get good people in this world.
However, personally I would have dealt to this much earlier. Once safety become a factor, i would have gone next door and warned her to stop. If she still continued, I'd have used the law.
If that failed, as it sometimes does, i'd have remembered I'm a man and made known who's the alpha.
