I know all crossings here have a timeout so they will not stay on forever if they miss detecting the train leaving.

Unable to find the conductor? Usually it's the driver/engineer that matters and the railroad always knows who is on which locomotive (or at least should be and hence responsible).

I also find it weird that the railroad would accept blocking the track for that long.

Saw that same kinda thing with a Canadian Pacific train outside Calgary. Everyone drove across the crossing slowly and watched the train sitting there lol.

The train crews are only aloud to work 12 hours. After 12 hour they gotta "tie down" or stop the train and get a new crew to come out and run it. The crossings should of stopped after a few second, but they might not be on a timer. Also a train conductor and engineer cant be arrested while on a job, a railroad in most cases has more authority than city police dept.
