an easier way to do the first cut he teaches is to cut the bottom how he shows but then keep holding that packet between your pointer finger and thumb and then take the second packet between your ring finger and thumb. a lot less spreading of the first packet happens that way.

lol, uhm... there may be something like that out there, but you'd probably save more money and the quality would be better if you just buy a new deck, they aren't too expensive :]

the powder you have to buy is fanning powder. any other powder will just get the cards to suck

@Abitofwine Yes, you're thinking of fanning powder. Try a magic shop or ordering it online. Although it would be best to just get a new deck and apply the fanning powder to the new deck instead of wasting it on the old one (fanning powder makes cards last longer).
