haha very nice, very few people really understand how the cons plan will work. company A produces 100 barrels of pollution a day they have to reduce each barrel of pollution by 10% so they stop producing one barrel of pollution, but then they up the production to produce 1000 barrels of pollution and each barrel is still reduced 0% so they meet the required shift but they pollute more. sorry for my sketchy explination
