There are many more choices for a higher education & those with a low income have resources available outside of taking a loan. I went the community college route for my AA and then easily transfered to a 4-year state university for my BA. Both schools were 100% distance learning online. I make less than $10,000 a year, so with that I was able to get state and federal grants that paid for all of my education w/ some leftover - loans were not necessary. Research is key before going to any school
