I remember that was what my teacher said it was about, but I never understood how you get that from reading the poem. Afterwards it made sense but everytime I read it just sounds like description of a setting, how do you decipher the poem to get that message.
Try substituting "the night" with "depression." He states he has been one acquainted with depression, and the two lines thereafter demonstrate how he felt completely enveloped and constrained by the darkness of depression. He had outwalked the furthest city light - i.e. light is a symbol of hope, and he has lost all sight of it. There is no longer a "light at the end of the tunnel" so to speak. It's very, very interesting.
Back when "The Beauty and the Beast" was on the air, they came out with an album of Ron Perlman reading poetry like this. It also had music from the soundtrack. I think for this vid he added music from somewhere...
O tempora, O mores!
Nowadays it is impossible to express sadness without it being 'about depression': you can probably get counselling for that.

Is he whispering because he doesn't want to wake the kids, or to create ambiance, or is it just an affectation?

I don't know where you found this, but it is mesmerising, the slide show and the sound effects enhance it too.

Wow... really good. Although I believe this has much more to do with depression than it does with insomnia.

Reading and reciting well is in itself an art; it's sad that not many appreciate this skill.
