Not being impressed with the quality of the camera on the INQ Chat 3G, I returned this unit to the store, so I'm afraid I don't have an answer for you. However, I can tell you this much: Chinese law (where most of these electronics are manufactured) impose that manufacturers include an audible shutter sound when taking a picture with a camera phone and that this sound effect be non-mutable (this in an effort to prevent users from taking non-sanctioned photos of others.) Hope this info helps.
