Arircraftcarriers are good to scare weak countries... but with modern submarines like Song or Dolphin it's easy to take out the carriers. smaller tactical ships are much more useful.... and submarines ofc...

@Bloodmane1987 subs r good at causing havoc but not winning a war, my examples r history wwI and WWII Germany used subs they still lost the sea battle, also when our aircraft carriers are surrounded by a fleet to prevent air and sea attack that includes subs. Finally even if we did track the sub that surfaced near kittyhawk what r we going to do shoot it? no point shooting a sub until it enters restricted area then we could fire but not before, or if we did then like i said we would cause a war

@MrPenobe Being a superpower not only entails having an overwhelming military might but also having enough international influence to exert a global hegemony, meaning a sound political, cultural, economic dominance over others. Atm only the US is capable of so and China isn't. Russia has a very strong military and can certainly do what you said a superpower could do. So, why isn't it counted as one?

But Russia lacks the means to attack on scale of these other countrys it's been a while that i have even touched on this subject but i would have to say that Russia is under certain regulations keeping them from building Nukes or to many war machines or troops i'm not 100% on this by any means but they have limits set in place they keep them from building large enough forces to attack, they only keep the means to defend.
