It a shame that Google is stressing new exciting content. I thought the internet WAS a great place to find information - not just current but also legacy. Besides, Google seems very fickle and is hard to keep up with anyways. Their search results return millions of links but none are ever quite useful.
I do have a few questions: Can sites even be indexed if they are not registered in Webmaster Tools? Will they show up in searches?
Regarding links, what if you discover a site already syndicating/linking to you, and want to buy (banner) ads on rest of site since it's relevant? That looks like link-buying but clearly is not, and how could goog ever know?
OK, there goes MTurk :-( Seriously, I used it in a similar relevant way and was warned about using it for "SEO". That was NOT the idea. One man's free link-bait is another's slander suit.
I'm guessing this pertains to how to please Google's PR system or hands on site rankers? Do bloggers trust Google's PR anymore? Seems your content rank happens at the drop of a hat on someone's whim. At least that's my experience.

Webmaster tools has nothing to do with indexing.
Google will index a page if it finds it's link on another site.
