It was from an episode of Futurama. The Professor turned Bender, the robot, into a human (hypothetically, anyway), and Bender learned about things like eating, drinking, and dancing.
Conga played several times throughout the course of the episode, and at one point, Bender displayed his lack of self-control by pouring beer down his throat, cramming hot dogs in his mouth, and trying to make out with a girl without swallowing any of it.

I looked around YouTube for a bit and noticed a guy named ihatmj put up a video called "Bender as a Human" that shows that part of the episode I mentioned. It's low quality, but you can still tell what's going on easily enough.
That part of the episode is so nasty, but I crack up at it every time.
...there are times I feel that the steps were done by the people who brought you the "oni" charts of ITG...
Best why I can distinguish it is that all DDR arcade stepcharts are easy to read on 1x for their oni courses. This would be a pain to read on 1x if this was used as an oni course.
