This sounds like a job for Deadliest Warrior. Heres what I think.

A. It comes to what their weapons are and how much more effective Halo weapons are different than Gears.

B. Military. The training they got and the enemies they fight and how they adapt to battle.

C. Their track record. What they've done and how they've done it.

Personally, I think Chief get the win even though I prefer the Gears of War games.
