the rreason for this is easy i believe, there are more than one FACTION of aliens, the grey kind are probably with the pink rabbits, they had that "greys are friendly" commedy "paul"
and then there's "we gotta fight em" a variety of movies. it's probably about another faction that tried to negotiate with the govmt. but didnt agree about something (probably tech.) they could be prepping us when they come out of hidding .
