He regenerated after his stone form(dabura) was crushed because he was fresh. Cell has infinite energy due to the androids and every one of his cells is programmed to automatically regenerate if neccesary. Combine that with Saiyan strength boost after healing and you really do have the perfect battle machine. He would own buu.
