Now that is plain stupid. When doing work like that, you cannibalize another cover ahead of time, from someplace that is far less of a traffic hazard, and have the entire swap done in 5 minutes.Take the new one to the robbed location, later, and tack weld it down. Shameful.
why didn't they put in the man hole in area where the car ties not ran over them?
