Um the Soviet Union didn't care about Afghans or their political system or helping develop the country. Soviet commanders prided themselves on the "cost efficient" method of spraying gasoline into air above Afghan villages and then igniting it by firing into it, killing tons of innocent civilians. There's many differences between the Soviet war in Afghanistan and the American war. For one, the Soviets were there to enforce a communist puppet regime. Expansion was their goal.
