I've been mixing those white powdery mints that dissolve real fast in water since I was a kid and I've tried making mint water because I loved mint tea a lot but the tea flavor wasn't always good especially when you refrigerate it because it turns opaque and whatnot...
Anyways, I don't get how the mint is in the water. My best guess: Mint Alcohol + Water?
