Dunno what happens if council dies and you suggest Anderson, I suggested Anderson when I first played ME2, but for some god damn reason Udina was in charge when I got there, and the idiot wouldnt even talk to me, nor did I get to see the new council who hate your guts. Luckily my continue from ME1 file was a save council/nominate Anderson (Saving the council nabs humanity a seat on the council by default, just not total control) the council were still idiots but they gave me spectre status back.

Udina is pretty brown, but there aren't meant to be that many pure races left in the time of Mass Effect, if you read the codex entries. Pretty much everyone is heavily mixed race, for example, Udina seems primarily Caucasian, but his surname is East African, so you're both right.
