As far as an external force, how would I be proving anything if I were to utilize something other than magnetism to make a magnetic motor work? The clock work mechanism I mentioned would have to receive it's action from the rotating disk it's self wouldn't it?

The only reason it kept spinning when you had the magnet on a stick in your hand is because the energy to keep it spinning was coming from you. You are not going to be able to devise any system to keep it going on it's own because perpetual motion is IMPOSSIBLE.
Maybe I am ridiculing you but listen; what you are trying to accomplish here is beyond ridiculous. If you enjoy playing around with magnets then my best suggestion for you is to go to ThinkGeek and get yourself some BuckyBalls.
I gave you a thump up (yes, that was me) for style and guts. Since free energy and perpetuum mobiles ain't possible, how about adding something like a clockwork to make that arm swing? It may turn out to be some nice thingie that some guys might like to put on their desks, like those executive ball-clicking devices and other stuff that's just cool to watch but has no other function.

But one of the more interesting things that home tinkerers could do is work on frictionless surfaces. A frictionless bearing or surface would be greatly beneficial to humanity and developing such a material is within the reach of average people.

I guess some black and white stripes on the wheel and a light sensor plus electronics controlling the armature would be one way to go.

I doubt if it will work, but try putting a very small and weak spring on the wheel side of the pivot so that when the lever is push up by the magnets, the spring will pull it back down to be in position to once again push against the magnets to spin the wheel. Unfortunately, my guess is that the spring will be too much work for the system to do anything but reach equilibrium (and therefore stop). But it's worth trying. Also, try to reduce the friction in the arm pivot. Remove all friction.

this will never work, the laws of nature do not permit it. Your personal beliefs about Reality are incorrect, but override physical reality in your mind. Learn about physics, i would recommend "Letters and Science - Physics for future Presidents" on the UCBerkeley channel. Or will Knowledge hurt you somehow, like light hurts vampires?
its a bunch of 90+ minute lectures, but i watched them all, so can you.
@dharper1647 Maybe we can get this guy to try his "free energy" beliefs using water instead of magnets. The magnet lunacy has been done to death for over 400 years, and so has water-based lunacy, but the believers who use water manage to come up with some pretty amazing lunatic devices, entertaining enough to be worth doing even though it can't possibly work.

Here's a radical suggestion;
Remove the magnets.
You'll find that your disk will keep spinning a considerable amount of time longer.
