You have to buy flash, but you can get a cheaper alternative at sothink.com called SWF Quicker. There are some features in flash that aren't in SWF Quicker but out of every 30 features, there is only 1 feature missing. There will be less features missing in the future as swf quicker evolves. And, it's a good deal. $85(SWF QUICKER) is better than $700(ADOBE FLASH) XDDD. I bought Sothink SWF Quicker and I am satisfied with the program. :-) Only rich people can afford flash CS5. :-(

well I take you want the Flash IDE and that you can download as a trial for 30 days.  CS4 costs around 700 I think but it may cost lower if you can get CS3 it is cheaper and if your a beginner CS3 is recommended.
