Naturally when there is massive unemployment, there is reduced spending. That's when the government has to step in and fill the role that the private sector isn't doing; namely, spending. The best things for the gov't to spend on are infrastructure, science and technology, and anything that serves as an investment for future savings.

By the way, everything Boehner says in this speech is accurate and correct in my opinion. Tax cuts create more utility for the people of this country compared to gov't spending. Dems are using this crisis to increase the dominance the gov't has over us all.
