I agree that it starts with administrators who recognize productive teachers who make positive changes in their schools; however, many times favoritism wins...for example a principal favors another teacher over a more talented teacher or newer teacher. Another teacher may become jealous of another teacher...bad mouthing her to others in that school or school district. Educating children is a complicated system. High-stakes testing cannot be used as the only measure of academic achievement.
