There's hardly an ethnic tensions, but when they get weapons from surrounding countries, the minorty mounts an attack and the government reacts antagonizing the local populace hence creating ethnic tensions. The Arabs in Darfur are the most marginalized people there but they did not start wars they were loyal and were treated favourably unlike the small minority of the Fur.
