In the show, they're 16 I think, because Josh drives a car, and I guess Andy is 16 too, because Josh wanted to win the hybrid car for Andy, so that means she can drive too.

In reality, Josh (Jean-Luc Bilodeau) is 19, I believe, and Andy (Magda Apanowicz) is 22.
