Being a fireman in the air force, one of the first things we were taught was just how lethal hydrazine is. @undercoveralien You're right. If the goal was keep them from Mars there would be no need to sabotage it in our orbit. It could have been done on the ground or in space far from Earth. The only thing that makes sense to me is they want this to fall back to Earth. Create a massive hydrazine cloud that can be carried by the jet stream. Problem, Reaction, Solution. It'll kill billions along the way, give TPTB plausible deniability and a reason to use the seed vaults.
