Was seen on my copy of the VHS version of that title. Other titles with this warning: One (EXTREMELY RARE) version of 20,000 Leagues Under The Sea, Tex, Trenchcoat (without the Neon Mickey logo), The North Avenue Irregulars, Tron.
If you listen closely you can hear the music from the Neon Mickey logo's music begin to play at the end of the "private use" bumper, before the actual logo begins.
The red/blue FBI screens at :54 can be found on my VHS copy of "The Devil & Max Devilin" and the orange FBI screens at 2:14 can be found on numerous VHS copies of "Babes in Toyland", "Davy Crockett King of the Wild Frontier", "Davy Crockett and the River Pirates", "The Great Locomotive Chase" and "Limited Gold Edition 2: A Officer and a Duck".
The first two have different warning screens. The third one advertises Disney's Cartoon Classics.
The last one has different lettering for Walt Disney, says "Home Video" instead of "Home Entertainment" and are superimposed over the neon Mickey animation via video instead of being animated on film.
@ryanasaurus0077 I used to since I was a kid that the "Neon Mickey" scared the bejeepers out of me. This was on par with the "S From Hell", "V of Doom" and the Paramount TV logos.
2. Red warning Neon Mickey, taken from "Dumbo"

I don't know.
It's certainly possible the "Home Video" variant may have been used in LaserDisc releases.

@Childist2
That may be due to magnetic print through, which can cause a pre-echo of the audio.

@MichaelOKeefe2009
Well, for the newer way the Walt Disney signature is written, the loop in the lowercase y does make it look like a p.

@Watcher3223 I personally don't think it's scary. The one who disliked your video might, though, as I explained in my comment earlier.

@ryanasaurus0077
Oh, I see now.
Meh. There will be people who will dislike something.

I saw the first Neon Mickey variant on a VHS of "Dumbo," which I saw at a friend's house as a little girl.
