I find it to be quite startling that schoolboards in America appear to spend most of their time inventing new ways to beat, torture (aka taser) or tie up students rather than working on ways to improve their education.

I don't see anything wrong with using handcuffs in the public school system to restrain children, but when it comes to bringing tasers to school, I find that very inappropriate.
