Yea mine dose that to WTF?  I think thats why HTC got sued over This phone. Something with the lack in supporting graphic driver. Think god it just wasent mine though

Make sure it is Hard SPL unlocked first! You'll find info and directions for all this on XDA.

Flash the Win Mo 6.5 Phoenix 3 ROM on your device. I've had it for a few months now and It's been really solid for me, no problems to date. Go to XDA developers, or do a google search for it. If all your hardware is OK, this should help you out with day to day usability, and alleviate your problem. Good luck!

Lol I'm sorry to laugh but my Tilt is doing the exact same things as I watch this video. Same deal, got phone with WM6 and upped to WM6.1. Now I have this flash thing when on standby, and the intermittent flicker screen thing when powering on. Yay 6.1.

I think it stopped now, I put Touch Flo2D in and I stopped using it when I got the HTC Fuze. The Fuze is a much better phone.
