Octopus and squid have a lot of collagen in their flesh. if you cook it for longer than it takes to heat it through, it becomes extremely tough... until the collagen starts to break down into gelatin. That generally starts happening rapidly at a temperature of 180 degrees. Generally, it takes about 2 hours of simmering to break down the collagen for it to become tender again. Less than 2 minutes, more than 2 hours. That's the rule of thumb for octopusses. So... skip the par boiling.
..awesome recipe!! But we hardly find baby octopus on the market!! Is it legal to sell baby octopus!! And I believe that they must be very tender actually!! Do we really need to boil them!! for 10 mins????
I don't fink its gud idea to marinate octopus with vinegar as the acid will always prevent the octopus flesh from cooking and absorbing the spices which will render your food bland, no taste and chewy.
Instead, I will suggest you add simple stuff like salt/sugar, black pepper, oyster sauce, tabasco, turmeric powder and curry leaves to marinate.
wht i did was i boiled the octopus for a long time so it got cooked and the marinating and the paste were just for the taste... i guess mine got cooked because i boiled it for a long time. :D

A unique recipe... well done!
With interesting combination of tastes as I have now cooked it.
My only criticism is that I skipped the boiling part. As you know octopus can become very rubbery if overdone.
The remainder of your recipe worked a treat!
