Public utilities are an extremely difficult thing to deregulate because, like cable services, they are especially difficult to enter into given the heavily dominant and protected power structure already in place. Then again, there's no guarantee that government regulation will be any better. The best thing to do is to become self-sufficient, buy small turbines and solar panels and provide your own electricity.
