Try SBTALKER. It originally came with the SB16 sound card installation disks, but I'm pretty sure it is on a ftp server somewhere. If you google it, it should come up. I'm pretty sure because I found it once this way. If I am correct, it should run without emulation even up to windows xp. If you are using Vista or above, simply use dosBOX to run it.
Loading it is a little tricky, but fairly easy once you've done it once. It goes like this: first run sbtalk.bat, then read.exe.

In OPL3 spects stands that certain FM waveforms were intended for speech synthesis mode. Has anybody ever found a program that made use of it for a speech synth?
Very similar to STspeech for Atari, which featured in U96's hit "Das Boot". There was also a similar app for Amiga. SAM / Reciter for C64 is very grainy, but you can get good results if you write the words the way you would pronounce them, not like in this video.
the woodgrain adds an extra essence to the video :) I cannot compute on old computers without proximity to woodgrain, shag carpet, or orange plastic eames chairs.
There are better commands than "sayit" for this program that give you more accurate speech. I only say this because I had this program as a kid and played with it a lot.
You have the ability to add numbers into the phonetic words to change the inflection or pronunciation. Not sure if you can find the manual anywhere now.

it did plain text to speech and all us at school made it say rude language.

you can switch to "english-mode" by typing ]RE. And ]SA is the phoneme-mode.
