I fly radio controlled aircraft as a past time. I'm not very good at it but that's what makes it fun. That blue object is an LED quadcopter.I've seen the exact same vehicle flown by a friend at night out here on the east coast.

Nearly all hovering lights at night could be explained away as remotely-controlled toys, however the argument can be made that the people doing the "explaining away" are not the first-hand witnesses; those that actually saw the thing hovering in the air.
