Look at the concluding statement in Dan 4:25 ..."till you know that the Most High rules in the kingdom of men, and gives it to whomever he choses". God will allow and not interfere to allow a bad ruler to come on so people could reap the benefit of their labors so to speak.
Also Paul was saying that irrespective of the ruler in place, He has the prerogative of allowing wicked rulers to come into Power sometimes to punish His people for their sins, or as a direct result of the actions of the people themselves (He could have acted to prevent a ruler, but chose to not do so and allow the natural course of man's rebellion and foolishness to bear its fruit in bad rulers).

Also it says that all authority is from god in passage 1. So was Adolf Hitler from God? . Good question Daniel. Paul was encouraging christians to be law abiding citizens, under God's laws and Civil law, because, at that time, they were being falsely accused of "turning the world upside down" (Acts 17:6).
Authority to administer lawfully is from God. Hitler did great evil by his own choice. We too, can choose to do good or do evil and sin. Deuteronomy 30:19. "Sin is the transgression of God's law" (1 John 3:4). God tempts no man with evil. (James 1:13)
Humans like Hitler sinned through their own temptation, lust, and sin (James 1:13-17). God did not lead them to sin. Jesus Christ was without any sin at all. He was completely innocent of any sin. (Hebrews 4:15 and 9:28)
