If you throw a rock and want to cross the river with it, the rock might end up in the middle of the river, but if you aim at the mountain that is behind the river, you might end up even closer to the mountain and far away of the river.
@AlexBigD absolutely, Segovia and lets not forget Julian Bream, both I'd call true masters, it's just Pepe Romero had something inexplicable in addition, there's a unique feeling in his sound that I prefer to the other masters.

Hendrix or Clapton or Santana or Page or Robert Johnson or BB King or a number of others would absolutely blow the classical guys out of the water at a rock concert, and vice versa at an orchestral performance.
Like you said, there's no such thing as a "best" guitarist.

I also found a music sheet of Malagueña which says "Transcription by Pepe Romero", and guess what, it's not what he is playing here either. I think there's no tab or sheet for what he played here.
