It was the first time a cop character was killed in Law & Order since Sgt. Greevy from season 1 of the mothership. Characters who were killed off:

Max Greevy.

Lennie Briscoe (Jerry Orbach RIP)

I liked Ross. He was a good captain. And a better follow-up to JAmey Sheridan than the others were.

@hkfan1980 It was a guy starting a new country or something like that. If you got netflix it's season 9 episode 1 Loyalty. Season 9 had Ross dying and Goren and Eames leaving. You should see how they leave. its quite sad. But they come back. The rest 14 episodes are with Jeff Goldblum as Det. Nichols and Saffron Burrows as Det. Stevens.

SPOILER!+ Ross was working with the FBI to bring down an arms dealer that wanted to create a secret police force in an African country (And were gonna pay Ross millions to help). His cover was blown and he was killed by the bad guy's henchmen (A VERY CREEPY looking guy!). Of all the L&O: CI episodes, this one REALLY broke my heart. Goren was fired by Eames because it would be kinder coming from her (She's given Ross's job only if Goren is fired), then she quits.
