When painting a model, you almost never match the exact color of the real item, because the color needs to be in scale as well. For light colors (like gray), you would scale it down (make it lighter), because of thee way shadows play on scale models. What looks white to us in this scale is very close to light gray in a 1:1 situation.

I read somewhere that talc powder can be used to make glossy paints appear flatter. Maybe hes using it for that.

tank modelers use baking soda to simulate rust or fire damage. maybe he's using that powder to simulate some wear. maybe?
