The speed is controlled by how much voltage is allowed to flow to the fans via turning the knobs. Give them less, they spin slower, give them more, they spin faster.
What you are talking about is for PC's that have RPM monitoring built into the motherboard and software written into the bios to monitor and govern it. The Xbox 360 doesn't use such as system.
I've seen people using power from the console straight to the fan controller but I'm not sure what to do. I'm kind of confused there are 3pin female, this is where to plug the fans in but I only have 2 wires -and + can I still use the fan controller even tho its 3pin and I only have 2 wires.
Great more cords for my xbox but other than that useless and if u play that much u need a double fan mod u need a life

Its just a cheap, generic chinese 2 channel fan controller. Plenty on ebay that are essentially the same as this one.

The fan controller is powered by a 12v DC power adaptor that has a PC molex connector. It draws no power from the console.

I saw someone used 2 80 mm fans and stick it on the back of the console permanently like he used plasters and filers like one of them car plasters.
His fans are very loud but it has tripled the suction which will prevent rrod.
