i think you missed the concept of or are thinking of a sail on a car,where the front grill on a car is right behind the grill could be mounted two small cage fans that could power smaller alternators hooked to a battery bank and also with thin film solar tech out there not you could apply that to the hood and top of the car also for added power
I suppose wind charged battery units could exist in cars to utilize the energy transfer from friction. Wind would not exclusively power the vehicle, but the wind power can be harnessed.
