Clock King was a great villain. Like Batman, he's just kind of a normal guy with gadgets and lots of preparation. The second episode gave him some kind of quantum leap power (lol?) but the first is a verifiable classic. It's a shame him and the Riddler never got that many episodes.
You know it's weird to say, but while this is probably my favorite Batman and certainly one of the toughest when it comes to fighting the main bad guys (unlike Rino Romano's one in The Batman who seems to just get lucky compared to Kevin Conroy's) I don't think I ever saw him take as much of a beating in the series besides from Clock King in this. It's so strange to think with other villains like Freeze and The Joker, but for a regular guy he puts up a fight! Who would have thought?!
Definitely one of the most interesting and unique villains in the DC universe. Since Freeze, Poison Ivy, and the Mad Hatter would be too unrealistic for the Nolan incarnation of the Batman universe, I'd say they ought to take a chance and give batman a villain with some real "powers" in a realistic manner. An obsessive compulsive who knows precisely how long it takes for batman to do any action. That would be interesting.
Mad Hatter could be okay as a guy who is overly obsessed with hats and who wants Bats' cowl as the ultimate piece of his collection... He may eventually team up with Riddler to know who Batman is (Riddler being also useful in terms of marketing since he's rather well known) and Clock King may help to set the timing.
@DeimosSaturn A couple of nights ago I actually had a dream that this version of the clock king was the villian for then next batman movie and that it became a film about obsession... Regardless though this was an absolutely perfect episode of the original series.

Only a select few episodes from the series were real classics, like "Heart of Ice", "Feat of Clay", "Robin's Reckoning", "Two-Face", etc.
This was definitely one of them.
