I think it has to do with a safety feature so it doesn't tear the turbine up from spinning too fast in very windy conditions.
I know on some of these, they can be locked with a brake so they won't spin in high winds and fly to pieces. There's a sensor that locks the unit automatically.

Why is it turned off so often on windy days?
