Women in America only got the right to vote about 45 years ago. Pakistan was the first Muslim country to have a female president. What matters is that people on the ground dislike it, and for a reason: drone attacks have killed a lot of civilians in PK and Afghanistan. As for the aid, it's nothing but a political tool to put a foreign government in a position of dependence. That's why countries do aid. If I'm not mistaken, former US President Kennedy said something like that when he was a Senator. And as you said: the aid was to no avail.
