That is John Conte, an actor and singer (1915-2006) who hosted this show, "Mantovani," a syndicated musical series which ran 39 episodes from - as davie12 nailed it - 1958 to 1959. Conte was no relation to Richard Conte, the actor who played Don Barzini in "The Godfather."
I've not heard the French version, but I'd love to. I agree that the German version is fantastic. Judging by the hairstyle and the frock, Shoemaker, I'd say that 1958/59 would be a fair guess of when this was broadcast.

The television series, with John Conte, was produced in 1958 and 1959 at Associated British Studios near London.
The executive director was Duke Goldstone (George Pal Puppetoons): the series producer was Harry Alan Towers (Hammer horror films).
