you can get a mod which allows vamps to bite for feed. I'm almost certain its on MTS2. there are mods that allow them to kill and make ghouls.

If you have sims 2 nightlife you can make your sims vampires. Usually you have to befriend a vampire and all but if you HOLD SHIFT + C a box will show up at the top of the screen.

Then type in

boolProp testingcheatsenabled true. Then right click on your sim and scan through the actions you can choose until you find MAKE VAMPIRE.
