I refuse to accept that the guy is drunk! I suspect he has a fallen victim to an uneven floor and clever CCTV camera positioning that is creating an 'optical illusion' of a perfectly flat floor.

Note the other bystanders (probably off duty trawler fishermen) are able because of years experience of 'rough passage' sea travel able to cope that much better with the uneven/sloping floor conditions.
